First of all, I think all the people in this chapter are the blame for what happens to her, also Jessica by herself. Because if Jessica had not drank that much, she would have noticed that Bryce raped her. She also would not be that “sleepy“ and sick that Justin had brought her into the bedroom. But she was that smashed that she didn't realized anything that happened. So she had to be saved by Justin and Hannah, but they also didn't do anything and Justin lets Bryce in the room.
